This book is an appeal to all people (arhitects as well as others) for solidarity in the fight of the community for the right to choose its own future. The dialogue on planning between interested parties was never achived although there were two tries. The discourse on coastal planning never stabilized actually, depending on capital and value, it has been additionally radicalized. In that situation, the naive idea of constructive criticism, which this project aims at the decisional structure, hasn't achive any effect, but the project has quickly restructured towards the development of parallel plans and participation at the levels of local residents and users, avoiding the official plans. We are proud on the results achieved with 35000 kuna: one study, one workshop, two exhibitions, two discussions, three presesntations, four lectures, reconstruction of a 120m2 building and a series of tweleve projects. Of course, quality of the work isn't enough for the succes of the project, but let other criteria, which will be visible only after publishing of this publication, judge about its quality. Although all material gathered in this book originates from a narrow local framework, we regard it as valuable and usable in many other cases. The problems on which the whole discussion refers are overgrowing the boundaries of Pula, and even Croatia because the whole Mediterranean coast is exposed to same pressues and its inhabitants have less and less influence. This action is to be understood as an attempt to make a network od social engagement, whose dimensions must cross the limits of national states and continents, whose experiences must be shared to reach a higher level of knowledge, whose power is in cooperation, all with the purpose of creating a communal quality of the new public. By the end of the first year of the project, strategies of action which would be useful in different situations started to be defined but it is still too late to talk about them while the networks, agencies and initiatives are still being constituted. However, the whole situation is still uncertain because in the moments of writing this text the Croatian Government is meeting in Istra and arranging the future of the bay of Pula without thinking about the local inhabitants. We consider this situation wonderfull because as nobody is deciding about our future we are left to our own will!
